What Do Local Distribution Companies Actually Do?

While most attention goes to the big interstate pipelines, some of the most complex and critical work in the natural gas industry happens at the Local Distribution Company, or LDC.

LDCs serve as the final link between the large transmission pipelines and the end user. They take gas from the high-pressure mainlines and deliver it through their own network of smaller pipes to homes, businesses, hospitals, schools, and factories.

Their responsibilities go far beyond simply moving gas. LDCs carry the heaviest public safety obligations in the industry. They are responsible for leak detection, emergency response, and maintaining safe pressures across thousands of miles of distribution pipe in populated areas. Because of this, they are heavily regulated at the state level.

Modern LDCs manage two separate streams of gas flowing through their system every day: gas they purchase themselves to serve their remaining end-use customers, and gas belonging to third-party marketing companies competing for customers behind their city gate. The “city gate” is actually a collection of hundreds of metering points where transmission pipelines connect to the LDC’s system.

To meet their public safety obligations, LDCs are the largest users of storage in the country. They contract for large amounts of storage capacity close to their markets so they can quickly withdraw gas when cold weather spikes demand or when supply is interrupted. Many LDCs also maintain LNG facilities as an emergency backup measure.

This combination of daily balancing, storage management, and emergency planning makes the LDC’s role one of the most demanding and critical in the entire natural gas industry.
